ADGM Academy Launches Tech Center to Accelerate Research, Regulation and Workforce Readiness
• ADGM Academy establishes a first of its kind regional platform uniting research, regulation and industry to advance AI, blockchain, cybersecurity and energy innovation
• Five founding initiatives commit to applied research across real assets, digital wealth, critical infrastructure protection and sustainable energy
• The Center positions Abu Dhabi to deepen its global role in knowledge based economic growth and research driven regulation
Abu Dhabi Sets Out to Build a Research-Led Innovation Economy
ADGM Academy has launched a multi sector Tech Center designed to act as the region’s central engine for research driven innovation, regulatory development and advanced skills training. The initiative strengthens Abu Dhabi’s ambitions to build a diversified, knowledge based economy and elevates the emirate’s position as a global reference point for technology governance and applied research.
Announced on Wednesday, the Tech Center is structured as a living laboratory where policy, regulation and emerging technologies evolve alongside each other. The Academy describes the platform as a collaborative space linking academia, policymakers, regulators and industry leaders, with a mandate to convert discovery into practice while preparing the next generation of technology talent.
Its programs cover artificial intelligence, blockchain, cybersecurity, InvestmentTech and EnergyTech. Activities will include specialized training, hackathons and research fellowships intended to build capacity in sectors where demand for technical and regulatory expertise continues to accelerate.
Five Initiatives Anchor the Center’s Applied Research Agenda
During a closed door stakeholder event, five founding initiatives signed a Commemoration Declaration, committing to advance Abu Dhabi’s technology ecosystem in line with national priorities for innovation led growth. Each initiative brings a defined set of industry partnerships and sectoral research objectives.
RealAssetX Abu Dhabi, created in partnership with PGIM, will deploy AI to transform real asset management and investment intelligence. The initiative aims to strengthen both sustainability outcomes and financial performance within an asset class where digitisation and decarbonisation pressures are rising simultaneously.
FutureTech 4.0, launched with ADI DLT Foundation, will focus on the evolution of digital assets through research, regulatory engagement and workforce development. Its stated ambition is to prepare 10,000 blockchain leaders, a scale that reflects the region’s push to shape global narratives on distributed ledger technology.
Cyber Arena, developed with Cyber Falcon, targets next generation defense strategies for critical infrastructure. Abu Dhabi’s rapid digital expansion has brought heightened attention to cybersecurity resilience, and the initiative is expected to contribute both technical insight and a stronger talent pipeline.
Freedom Investment Lab, in collaboration with Freedom Management, will support research and product development across digital wealth platforms. It also carries a financial literacy mandate aimed at deepening investor participation and reinforcing Abu Dhabi’s positioning as a global investment hub.
EnerTech Lab, developed with TDE Digital, will address the intersection of sustainable energy practices, operational efficiency and workforce readiness for the energy sector. The initiative is set to generate research that informs decarbonisation strategies across a region still heavily dependent on legacy energy systems.

A Platform for Research, Regulation and Talent
ADGM Academy’s positioning as the knowledge arm of the financial center gives the Tech Center a governance role that extends beyond technical skill building. The Academy intends for the platform to deliver insights that shape regulatory frameworks and support evidence based policymaking across emerging technologies.
The Center’s architecture reflects a recognition that research, regulation and industry practice cannot remain siloed as the pace of technological change accelerates. By creating a unified platform, Abu Dhabi is attempting to reduce fragmentation, increase cross sector collaboration and anchor innovation within a credible governance environment.
Mansoor Jaffar, CEO of ADGM Academy and Research Center, said the Center will operate at the intersection of ideas, policy and industry. “At ADGM Academy, we see research not just as a foundation, but as a catalyst for meaningful innovation. The ADGM Academy Tech Center is where ideas, policy and industry intersect to transform discovery into practice, shaping regulation, advancing solutions and nurturing the next generation of talent. This reinforces Abu Dhabi’s role as a global benchmark in shaping the future of technology.”

What Executives and Investors Should Track
For C suite leaders and investors, the Tech Center signals a coordinated attempt to embed research and innovation within Abu Dhabi’s broader financial and regulatory landscape. The focus on digital assets, AI and cybersecurity aligns with areas where global standards remain fluid and where regulatory clarity can materially influence investment flows.
The initiatives also point to a growing regional commitment to applied research rather than theoretical exploration, with direct commercial and policy applications. As investors assess long term opportunities in the Gulf’s digital and energy transitions, the presence of a structured research ecosystem may create additional confidence in market stability and human capital depth.
Global Relevance
The launch of the Tech Center forms part of a wider global trend in which financial hubs are attempting to integrate research, regulation and innovation to remain competitive. Abu Dhabi’s entry into this space adds a significant node to that emerging network, one positioned between East and West and backed by national economic strategies centred on technology leadership.
By investing in collaborative research platforms, the region is reshaping its economic narrative. The outcome will influence how global institutions engage with emerging technologies, and how innovation is governed across jurisdictions in the years ahead.
