Historic Clean Energy Partnership

Constellation, the largest U.S. producer of emissions-free energy, secured over $1 billion in contracts with the U.S. General Services Administration (GSA) to supply carbon-free energy and implement energy-saving measures.

The 10-year, $840 million contract—the largest in GSA history—will supply more than 1 million megawatt hours (MWh) of clean energy annually, partly supported by plant efficiency upgrades known as “uprates.”

“This agreement is another powerful example of how things have changed,” said Joe Dominguez, Constellation President and CEO. “The U.S. government joins Microsoft and other entities in supporting investment in reliable nuclear energy that will allow Constellation to relicense and extend the lives of these critical assets.”

Energy Efficiency for Federal Buildings

In addition to the energy supply contract, Constellation was awarded a $172 million Energy Savings Performance Contract to enhance efficiency in five GSA-owned facilities in the National Capital Region. Key upgrades include:

• LED Lighting and Weatherization: Improved energy use and reduced emissions.
• HVAC and Control Upgrades: Installation of new building controls and electric heating systems.
• Electric Boilers and Heat Pumps: Four D.C.-based buildings will convert from steam to electric heating for significant energy conservation.

“This historic procurement locks in a cost-competitive, reliable supply of nuclear energy over a 10-year period, accelerating progress toward a carbon-free energy future while protecting taxpayers against future price hikes,” said GSA Administrator Robin Carnahan.

Scope and Timeline

Constellation will provide energy to federal agencies across five states, including Illinois, Maryland, New Jersey, Pennsylvania, and Ohio. Beneficiary agencies include the Department of Transportation, the Department of Veterans’ Affairs, the National Park Service, and the Washington Metropolitan Area Transit Authority.

Construction on the energy efficiency upgrades will begin this month and last approximately 42 months. Preventive maintenance and training for GSA personnel will be provided to ensure long-term energy efficiency and cost savings.

This agreement underscores the federal government’s commitment to sustainable energy solutions while reinforcing nuclear power’s role in achieving carbon-free goals.
