Verra Launches Just Transition Carbon Credit Methodology to Support Coal Plant Phase-Out

Verra has introduced a groundbreaking methodology to drive the early retirement of coal-fired power plants while ensuring that communities and workers aren’t left behind.

The Verified Carbon Standard (VCS) methodology, VM0052: Accelerated Retirement of Coal-Fired Power Plants Using a Just Transition, allows projects to earn carbon credits by replacing retired coal capacity with newly added renewable energy. The key requirement: the renewable energy must be additional and directly linked to the coal plant’s early shutdown.

Developed by the Coal to Clean Credit Initiative (CCCI) and supported by The Rockefeller Foundation, the methodology ensures that emission reductions are not just technical achievements but social commitments. It mandates clear safeguards including local job creation, improved energy access, and protections for vulnerable communities affected by plant closures.

This marks a significant advancement in climate finance, positioning Verra’s methodology as a scalable solution for energy providers and investors seeking to align with net-zero targets—without sacrificing social equity.
