The European Commission has approved a €3.26 billion disbursement to France after concluding the country fulfilled all required milestones under the Recovery and Resilience Facility (RRF), part of the EU’s NextGenerationEU initiative.

This is the fourth installment France receives as part of its broader recovery and resilience plan.

“France has fulfilled the milestones and targets required for this payment, financed under the Recovery and Resilience Facility, the key instrument of NextGenerationEU.”

France’s payment request included eleven major investments and two structural reforms—key to Europe’s push for a greener, more digital, and competitive future.

Highlights from this installment include:

  • Digital training in higher education: Over 1.7 million students in France now have access to advanced digital learning tools and platforms.
  • Energy efficiency in public infrastructure:
    • Renovation of 8.75 million square meters of public buildings.
    • Energy upgrades completed for more than 680 schools, improving sustainability and cost-efficiency.

Reform efforts are also in focus:

  • Emission reductions in urban areas.
  • Improved public spending assessments, enhancing fiscal governance and transparency.

The Commission has submitted its preliminary approval to the Economic and Financial Committee, which now has four weeks to issue its opinion. Upon positive feedback, the Commission will formally authorize the €3.26 billion payment to France.
