Ukraine's DTEK to Invest €450M in Expanding Black Sea Wind Farm, Backed by Danish EIFO
  • Largest Private Energy Investment Since 2022: DTEK’s expansion represents the biggest private sector commitment in Ukraine’s energy sector since Russia’s full-scale invasion.
  • Clean Energy Boost: The Tyligulska Wind Power Plant’s capacity will increase from 114 MW to 500 MW, supplying electricity to 900,000 Ukrainian homes.
  • Strategic Partnership: Financing includes €370M in state-backed loans and a purchase agreement with Vestas for 64 turbines.

Ukraine’s largest private energy company, DTEK, announced plans to invest €450 million ($468.59 million) to expand its Tyligulska Wind Power Plant near the Black Sea coast. This project, set to boost capacity from 114 MW to 500 MW, underscores the company’s resilience amid the ongoing conflict.

The commitment is the largest private sector investment in Ukraine since Russia’s full-scale invasion in 2022 and the biggest ever private investment in Ukraine’s energy sector,” DTEK stated. The expansion, scheduled for completion by late 2026, is expected to generate 1.7 TWh of electricity annually—enough to power 900,000 Ukrainian homes.

The financing includes €370 million in loans backed by Denmark’s state-owned Export and Investment Fund (EIFO), while DTEK will fund the remaining portion. The company also secured a deal to purchase 64 wind turbines from Danish manufacturer Vestas.

DTEK’s owner, Rinat Akhmetov, Ukraine’s richest man, highlighted the project’s significance in rebuilding and modernizing Ukraine’s energy infrastructure.

The Tyligulska Wind Power Plant, operational since May 2023, is located 400 kilometers south of Kyiv in the Mykolaiv region. This expansion follows the devastation of DTEK’s thermal power plants, with 90% of its thermal generation capacity reportedly destroyed by Russian bombardments during the ongoing war.

DTEK’s pivot to renewable energy reflects a strategic shift towards sustainability and energy independence for Ukraine, signaling hope amid significant challenges.
