Philippines Secures $15 Billion Agreement with Masdar for Renewable Energy Expansion

The Philippines has partnered with UAE’s Masdar, signing a $15 billion deal to develop renewable energy projects, including solar, wind, and battery energy storage systems (BESS), with a capacity of up to 1 gigawatt (GW) by 2030. This initiative aligns with the Philippines’ goal to reduce reliance on fossil fuels and expand clean energy’s share in its power mix to 35% by 2030.
Philippine Energy Secretary Raphael Lotilla stated:
“This partnership with Masdar marks a transformative step in our renewable energy journey.”
The agreement was formalized during the Abu Dhabi Sustainability Week 2025 and included an Implementation Agreement with the Philippine Department of Energy and a Memorandum of Understanding with the Board of Investments.

Masdar CEO Mohamed Jameel Al Ramahi emphasized the company’s role in this collaboration, saying:
“We look forward to utilizing our expertise and experience to support the Philippines in meeting its ambitious energy goals.”
Scaling Renewable Energy
By 2035, the partnership aims to scale up to 10 GW, advancing the Philippines’ energy transition program. This expansion reflects the Philippines’ strategy to attract international investment, supported by its policy of full foreign ownership in the renewable energy sector.
In parallel, the Philippine government plans a green energy auction program, which will include 300 MW of hydroelectric power, 4,250 MW of pumped storage hydro, and 100 MW of geothermal energy.
Philippine Trade Undersecretary Ceferino Rodolfo remarked:
“This collaboration will significantly advance our goal of achieving 35% renewable energy in power generation by 2030 while fostering a dynamic and sustainable economic future.”
Masdar’s Global Renewable Drive
Masdar’s entry into the Philippines adds to its growing Southeast Asian portfolio, which includes the Cirata Floating Solar PV plant in Indonesia and a series of clean energy initiatives in Malaysia. Globally, Masdar aims to reach 100 GW of renewable energy capacity and produce 1 million tonnes of green hydrogen annually by 2030.
UAE Minister Dr. Sultan Al Jaber highlighted the broader significance of the partnership:
“By leveraging the UAE’s world-class expertise in renewable energy and the Philippines’ abundant natural resources, this agreement will create jobs, drive low-carbon socio-economic progress, and expand global renewable energy capacity.”
With this deal, the Philippines reinforces its position as a leader in renewable energy in the region, signaling its commitment to a greener, more sustainable future.
